In January, they were faced with an ultimatum: accept loans to cover the work or be made bankrupt by the full costs.

Then in March they were given hope by the announcement that a new fund would be established which covered HPL.
But this week, they learned they are excluded because they accepted the loans and work has started. Update. Government got in touch asking for inclusion of a statement saying they may be able to claim under their warranty. They can& #39;t.
